He is Gus Browning W4BPD, the most famous DX-peditioner in our ham radio history.
This nice cut originally appeared in QST magazine in June 1963 and soon spread all over the world.
I saw this picture in DX manual published by JA CQ publishing co. in 1965, and I have kept this book since 1970.
